Marinate the mutton with salt, yogurt, red chili powder (cayenne pepper), and turmeric. You can cook it right away or let it marinate for 30 minutes or overnight.
Heat oil and add whole spices like bay leaves, cinnamon, cloves, and whole red chilies. Cook for a minute, then add chopped onions and ginger–garlic paste.
Once the onions are translucent, add all the ground spices — cumin, coriander, red chili powder (cayenne), paprika, and garam masala — along with a splash of water. Cook for a few minutes.
Add the chopped tomatoes, then cover and cook until everything comes together and the oil separates.
Once the spices are cooked, add the marinated meat, along with the special powder mix, a pinch of sugar, and ghee (optional). Cook uncovered over medium heat for 10–15 minutes, then lower the heat, cover, and cook until the meat is tender.
When the meat is almost tender, add chopped potatoes and some water to help cook them. Continue cooking until the potatoes are soft.
Garnish with green chilies and fried onions. Enjoy with rice or paratha/roti.
